האוסף מכיל מסמכים של משרד המושל (גוברנטור) האזרחי של וילנה. הגוברנטור היה המנהל האזרחי הבכיר בפלך וילנה. פלך וילנה הוקם לאחר החלוקה השלישית של פולין בשנת 1795. בשנים 1843-1801 כלל הפלך את מרבית שטחי ליטא המודרנית. משנת 1801 ועד 1912 פלך וילנה היה חלק מיחידה אדמיניסטרטיבית גדולה יותר שנקראה גנרל-גוברנטורסטבו של וילנה. אוסף הגוברנטור מכיל העתקים של מסמכים המתייחסים לבקשות ותלונות של יהודים שהובאו בפניו, חומרים הנוגעים בסוגיות פליליות, אישורי נסיעה והיתרי תושבות שהונפקו לטובת סוחרים ואנשי מעמד העירונים --

The collection of the Chancellery of the Civilian Governor of Vilnius consists of several copied materials, including claims and appeals brought by the Jews before the Governor and records concerning criminal issues. For example, there are papers from 1816 about Notka Ioselevich, who was caught in Poland. Eight years ago, he was exiled to Siberia for robbing a priest, but escaped on the way. Materials on criminal activity contain a file from 1818 on Vilna Jews suspected of smuggling. Materials on Leizer Dilon's complaint submitted to the governor of Vilnius against Iankel Zhmudsky (from 1823) may shed light on gender relations in Jewish society. Dilon complained that Zhmudsky married his daughter and took a dowry, but then drove his daughter away. The collection also contains travel and resident permits of Jewish merchants and town dwellers (meshchane) from 1815. Among those who received temporary residence permits in Vilna were Jews who arrived in the city as sutlers travelling with the French army and wished to remain in Russia.

תקציר ביוגרפי The collection contains the records of the Chancellery of the Civil Governor, the highest administrative position at the governorate (guberniya) level in Vilnius. The governorate of Vilnius was formed after the Third Partition of Poland in 1795. For a short period, it was incorporated into the governorate of Lithuania, but between 1801 and 1917 it existed as a separate administrative unit. In 1801-43 the governorate included the major part of modern Lithuania. As part of an administrative reform in 1843 its western areas were included in the newly established governorate of Kaunas. From 1801 to 1912 the Vilnius governorate was part of the Vilnius Governorate General.
