האוסף כולל חומרי מועצת ההנהלה של פלך וילנה מסוף המאה ה-18 ועד ראשית המאה ה-20. מועצות ההנהלה של הפלכים השונים ברוסיה היו מבחינה רשמית מוסדות אדמיניסטרטיביים ראשיים באזוריהם. אולם בפועל, הם היו כפופים לחלוטין לגוברנטורים (מושלי הפלכים), ולפיכך, למעשה, סמכותם הייתה מוגבלת למדי. המועצות עסקו בסוגיות מנהליות שונות והיו אחראיות, בין היתר, על הפיקוח ואכיפת החוק בפלכים. הן עסקו גם בבוררות בין התושבים ומוסדות שונים. מועצת ההנהלה הייתה אחראית לטיפול בסוגיות רבות הקשורות בחיי היהודים והאוסף מכיל מסמכים המתייחסים לנושאים כלכליים, חברתיים ודתיים שונים. בין אלה ענייני ארגון וניהול של קהילות יהודיות בווילנה ובערים/עיירות נוספות – בחירות חברי הקהל ופעילותם; פעילות מוסדות קהילתיים; תלונות וערעורים בנושאים שונים; בחירת נציגי היהודים ("דפוטטים יהודיים") ורבנים מטעם; מידע על מיסוי. האוסף מכיל גם חומרים בנוגע לפעילות היהודים בתחומים של מסחר,חכירות, מלאכה ותעשייה; בתי דפוס יהודיים במקומות שונים; חינוך יהודי (כולל מסמכים המתייחסים למורים, בתי ספר מסורתיים כולל ישיבת וולוז'ין). מספר תיקים מכילים נתונים אישיים של תושבים יהודים והאוסף מכיל את רישומי התושבים שהשלטונות ערכו לצורכי מיסוי והגיוס לצבא (Revizskie Skazki). תיקים נוספים מתייחסים להיתרי נסיעה שביקשו היהודים, להיתרי מגורים, לרבות ערעורים על גירושים מיישובים שונים. חומרים באוסף מתייחסים גם לתקופת מלחמות נפוליאון. כאן שמורים חומרים הדנים בנזק שנגרם מפלישת צבא נפוליאון לרוסיה ב-1812, ומסמכים שכוללים נתונים על ספקים יהודים של הצבא הרוסי. חלק חשוב מהאוסף הינם חומרים הקשורים לגיוס היהודים לצבא. סוג נוסף של החומר הוא מסמכים מתקופות שונות המתייחסים למעשים פליליים שבהם נחשדו או הואשמו היהודים (דוגמת הברחת סחורות דרך הגבולות וזיוף כספים). מספר תיקים מכילים נתונים על הקהילות הקראים בטרקאי ובערים נוספות --

The collection covers the period from the end of 18th century until the early 20th century. An important part of the collection are materials concerning Jewish communal affairs in Vilnius and other localities. There are documents about elections of the members of Kahal and their activities, community institutions, election of Jewish representatives ("Jewish deputies", members of the rabbinical commissions in 1856-1857 and 1909) crown rabbis and other functionaries (such as board members of the “Or Torah” synagogue in Vilnius in 1888-1889). The collection contain data on taxation, including the box and the candle taxes in various communities, as well as the recruit tax prior to 1827. Numerous complaints, appeals and denunciations of Jews shed light on various communal, economic, social and religious issues. For example, there is a denunciation filed to the Russian authorities by Vulf Ekis from Vilna referring to laws established in 1805-1806 by the Vilnius kahal "contrary to the government regulations" and “harmful for Christians”. A complaint by Jews from Vilnius from 1887 deals with an order of the city police to close the synagogue at the Jewish cemetery. There are also a request from the crown rabbi Khonon Rozenberg from Švenčionys to grant him the post of crown rabbi in Volkovishki in 1888. Numerous materials related to economic activities of the Jews including engagement in tax-farming and leaseholding, trade, fairs, and manufacturing of tobacco, cloth and more. The collection includes materials on Jewish printing houses in various locations (including an 1862-1863 appeal by the owners of the Romm print house against a guild established by their workers); Jewish education, including teachers and traditional schools (including correspondence concerning the Yeshiva of Volozhin closure from 1879-1880). Several files include personal data of the Jewish residents and revizskie skazki (lists that the authorities compiled for the purposes of taxation and military recruitment) from a number of communities. Other files include data on travel, residence and settlement permits including appeals by individuals and communities against expulsions from different localities. Some materials refer to the Napoleonic Wars: several documents mention the damage inflicted by the 1812 invasion and other documents include data on Jewish merchants and contractors of the Russian army (among others, Abram Peretz and Lev (Leib) Nevachovich are mentioned). Documents from the late 1820s and later refer to the conscription of Jews to the Russian army — various appeals and complaints about cases of fraud and injustice. Correspondence from 1830 mentions the recruitment of Jewish children who were sent to Austria in order to avoid conscription but sent back to Russia by the Austrian authorities. Documents from various years include data on criminal activities: smuggling and counterfeiting of money. For example, the collection holds a 1818 verdict by Prince Alexander Golitsyn about allowing the kahal of Vilnius to use a Cherem (ban) in order to suppress smuggling as well as on the proposals of the "Jewish deputies" on the measures necessary to stop the smuggling. A number of files contain data on the Karaite communities in Trakai and other localities: materials from 1881 on the rights of the Karaites, which differ from the rights of Jews; appeals and complaints of the Karaites; documents on elections of religious leaders and functionaries of the Karaites’ community in Trakai in 1891-1895 and more.

תקציר ביוגרפי The governorate of Vilnius was formed after the Third Partition of Poland in 1795. For a short period, it was merged into the governorate of Lithuania, but between 1801 and 1917 it existed as a separate administrative unit. From 1801 to 1843 the governorate included the major part of modern Lithuania. As part of an administrative reform in 1843 its western areas were included in the newly established governorate of Kaunas. From 1801 to 1912 the Vilnius governorate was part of the Vilnius Governorate General.
