האוסף מכיל מסמכים של משרד גנרל-גוברנטור של וילנה. הוא היה המנהל הצבאי והאזרחי באזור של ליטא המודרנית וצפון בלארוס (גנרל-גוברנטורסטבו של וילנה). יחידה אדמיניסטרטיבית זו הוקמה בסוף 1794 והתקיימה לכל אורך המאה ה-19 ובתחילת המאה ה-20 עד לביטולה בשנת 1912. החומרים באוסף מכסים תקופה של מאה שנים: מ-1798 עד 1898. המסמכים באוסף משקפים את פעילותם של רשויות השלטון המקומיות ומציגים מידע מגוון בנושאים של כלכלה, חברה ודת. המסמכים מתייחסים בעיקר לוילנה, קובנה, גרודנו וסביבותיהן. עם זאת, יש אף התייחסות לחיי היהודים ביישובים רבים אחרים. לדוגמה, חלק מן המסמכים באוסף עוסקים בחיי יהודי מינסק. האוסף מתחלק לשני חלקים: האחד מכיל את מסמכי המחלקה הכללית של גנרל-גוברנטורסטבו, והשני את החומרים של המחלקה הפוליטית. מסמכי המחלקה הכללי שופכים אור על יחסי הגומלין בין השלטונות הרוסיים ליהודים, ועוסקים בהיבטים שונים של החיים היהודיים. חומרים אלה כוללים בקשות, ערעורים ופטיציות שהובאו על ידי היהודים בפני גנרל-גוברנטור, וכוללים תלונות רבות נגד מוסדות קהילתיים יהודיים, נגד בעלי בית, פקידים או אנשים אחרים ביישובים השונים. ניירות המחלקה הכללית מכילים אף התכתובות ותזכירים של משרד גנרל-גוברנטור עם גורמים שונים בנושאים מגוונים הקשורים בחיי היהודים: צנזורה ודפוס; מיסוי; מסחר באלכוהול וסוחרים יהודים; הפקת אישורי נסיעה והיתרי מגורים; מגבלות חוקיות שונות; חקלאות; גיוס לצבא; המרת דת; חיי דת ורבנים; בתי חולים יהודיים; חינוך; פעילות פלילית ועוד. תיקי המחלקה הפוליטית הינם מעטים יחסית באוסף וכוללים חומרים הנוגעים בפשיעה ובפעילות מהפכנית. --

Materials of the Chancellery of the Governor General of Vilnius cover 100 years from 1798 until 1898. The collection comprises two distinctive subsections: one contains the documents of the general department of the chancellery, and the other the archive of its political department. The collection of the general department include claims and appeals of Jews brought before the Governor General, such as complaints about the actions of civil and military officials including soldiers, appeals against Jewish communal institutions or individuals in Vilnius and many other localities, appeals following cases of apostasy, complaints against members of the Polish land-owning gentry, requests for allocations from the kosher meat tax (korobka) funds surplus and appeals on many other personal, financial and legal questions. The collection of the general department also contains extensive correspondence and memoranda on topics such as printing and censorship of Jewish books and periodicals, Jewish merchants and contractors, taxation, travel and resident permits, Jewish farming, and restrictions on the wearing of Jewish traditional dress. The collection also contains papers on election of Jewish representatives (deputaty), recruitment of Jewish soldiers (from 1827), Jewish hospital in Vilnius and schools, state-sponsored education and reports on criminal activities such as smuggling and counterfeiting. Records from the early 1830s mention damage and casualties incurred in the 1830-31 Polish insurrection. Materials connected to the Polish insurrection mention also rewarding of Jews for their assistance to the Russian government and army during the Polish uprising. Some of the materials from the late 19th century and from the 1830s contain data on the Hasidic schism and its social and communal implications in Vilnius, Kremenets, Panevėžys and Vidzy. For example, the collection contains records from 1798-1799 related to the investigation and the first arrest of Hasidic leader and founder of Ḥabad Hasidism Rabbi Shneur Zalman of Liady (without mentioning him). An important part of the collection is materials on communal rabbis. For instance, the collection includes the complaint by the Jewish community in Novoe Mesto concerning the former rabbi Izik Iudelevich in 1804. A complaint from 1838-1839 includes accusations by the Rabbi of Rechitsa Vulf Starshinsky against the community and the kahal in connection to non-payment of his salary. There are also papers on the elections of the crown rabbis in various localities. The Jewish community in Vilnius and its institutions are referred to in many documents throughout the collection. The files of the political department include various materials concerning crime, politics and other issues relating to the Jewish population. Such documents include reports on the circulation of forbidden literature; data on smuggling; counterfeiting; and the importation of gunpowder into Russia. Papers from 1898 contain data on Jewish revolutionary activity in Vilnius, Kaunas, Bialystok, etc.

The borders of its jurisdiction changed slightly over the years, but for the most of the period it included the cities and environs (classified as governorates from the 1840s) of Vilnius, Kaunas and Hrodna.
