Explains why in the period when leaders of the Ukrainian revolutionary movement extended unprecedented civil rights to Ukrainian Jews, in the name of the same movement many pogroms occurred. The participation of the Jewish representatives in the Ukrainian Central Rada was due to the domination of socialist parties there. Pogroms occurred because of the inability of the Ukrainian government to control the countryside, and it remained the dominant experience of Ukrainian Jewry during this period. Gives statistics on anti-Jewish attacks as quoted in Jewish historical literature.
