He was born 12 May 1846 in Waller County, Texas, United States; became a collector of customs for Galveston, which at that time was viewed as the most important appointment held by any black person after the Civil War (1888). He was active in Galveston politics, gained election as alderman (1883-1885); became a National Committeeman of the Texas Republican Party (1884-1896); was instrumental in the creation of a high school (Central High) for blacks in Galveston, the first such school in Texas (1883); he created the black Screwmen Union (SBA#2) in Galveston; memberships include, grand master of the Prince Hall Freemasonry and of the AME Church. He died 03 March 1897 in Galveston, Texas, United States)
