Chronicles the debates on Jewish emancipation in the Bavarian legislature between 1819-1851, and their coverage in the "Neue Speyerer Zeitung". Notes that in the Palatinate, which was annexed to Bavaria in 1816, Napoleon's "infamous decree" (against usury practiced by Jews) remained in force in the rest of Bavaria the Jews suffered from even greater restrictions. Proposals to abolish both sets of restrictive legislation, although favored by the liberal deputies, were repeatedly sidetracked by parliamentary maneuvers. The "Neue Speyerer Zeitung" advocated emancipation of the Jews, but the vast majority of its readers' letters vehemently opposed it and vilified the Jews. It was only in 1851 that most of the Napoleonic laws were repealed.
