תקציר/הערה Discusses the efforts of European governments to monitor antisemitism and act against it. While noting increased action by the members of the Organization for Security and Cooperation in Europe and the European Union to establish agreements to monitor and combat antisemitism, among other hate phenomena, stresses the failure to implement the agreements dealing with this crime. Discusses the agreements, reports by relevant bodies, and reasons why the 56 governments fail to fulfill their obligations. Highlights important works by NGOs, especially Jewish ones, in providing data and monitoring. Cites the UK model of governmental and NGO efforts, specifically the Community Security Trust, as the only cases of full and effective monitoring and prosecution. Calls for more consistent and objective reporting by European governments and NGOs.
