Contends that sending relief parcels (food, medicine, clothing) to Jewish and other civil prisoners in the Nazi camps was a lost opportunity which could have saved thousands of lives. Various projects to send parcels were proposed in 1944 and early 1945 the main channel of relief might have been the International Red Cross. However, the Allied blockade was a stumbling block to all the relief projects. In the USA, public opinion was critical of the blockade the War Refugee Board was created, and Washington was prepared to allow the ICRC to expand its relief efforts from POWs to civilians. In mid-1944, Britain was also willing to agree to a limited food relief program for camp internees. However, only small amounts of food were dispatched to civilian prisoners because the relief agencies failed to convince the Supreme Headquarters of the Allied Expeditionary Force (which was in charge of the situation) that improving the rations of the camp inmates would not strengthen the German capability to resist.
