Although there had not yet been major changes in the legal status of the Jews, the late 4th and early 5th centuries saw a rise in popular and ecclesiastic hostility towards them. Relates the event of the forced conversion of the 540 Jews of Minorca in 418 CE. Argues the authenticity of Bishop Severus's encyclical describing the conversion, and links it to an Imperial Roman edict of the same year excluding Jews from the upper ranks of the administrative and military service.
