- Encyc. of Ukraine:v. 5, p. 694 (Western Ukrainian Republic [Zakhidno-Ukrainska Narodnia Respublika, or ZUNR]. A nation-state established on the Ukrainian ethnic territory of former Austria-Hungary on 19 Oct. 1918 by the Ukrainian National Rada in Lviv. The Constitution of 13 November 1918 determined its name and defined the territory of the ZUNR as that which encompassed the Ukrainian regions of the Austrian crownlands of Galicia and Bukovyna and the Transcarpathian komitats of Szeps, Sáros, Zemplén, Ung, Berg, Ugocsa, and Máramoros. A Ukrainian government took power on 11-01-1918 in Galicia, on 6 Nov. in Bukovyna, and 19 November in Transcarpathia. These last two governments were short-lived. In spite of the Ukrainian-Polish War of Nov. 1918 to July 1919 the government of the ZUNR held out longest in Eastern Galicia. Its power was eventually transferred to the Dictatorship of the Western Province of the Ukrainian National Republic [Zakhidnia oblast Ukrainskoi Narodnoi Respubliky, or ZOUNR] [no publs. in LC data base]. On 12-01-1918 the ZUNR concluded a preliminary agreement with the Directory of the UNR [Ukrainian National Republic or Ukrainska Narodni︠a︡ Respublika] on the union of the two Ukrainian states. The agreement was approved by the Ukrainian National Rada on 01-03-1919 and by the Directory on 22 January. After this union the ZUNR henceforth assumed the name Western Province of the Ukrainian National Republic. However, this union was not fully implemented: the government bodies of the ZUNR continued to operate separately and when the UNR government recognized Polish rule in Ukrainian territory west of the Zbruch River, the ZUNR government rejected its policies completely. In July 1919 Poland occupied most of the territory of the ZUNR and tried to get Entente recognition for its rule in Galicia. The Supreme Council of the Peace Conference representing the Entente instructed Poland on 25 June to occupy Ukrainian Galicia, although it recognized Galicia's special status. After the Poles rejected a treaty giving them administrative power in Eastern Galicia for 25 years, the Entente finally recognized the Polish occupation on 03-12-1923, though Eastern Galicia was to remain autonomous)
