In 1933 the Kulturbund deutscher Juden was founded in Berlin to provide Jewish artists with opportunities for work. Other Jewish cultural associations were established throughout Germany. In April 1935 they were united in the Reichsverband der jüdischen Kulturbünde. The original Kulturbund was supervised by Hans Hinkel, head of the Preussische Theaterkommission. In early 1935 Hinkel was transferred to the Ministry of Propaganda, taking with him all his supervisory functions. Kurt Singer was elected head of the new Reichsverband. The Gestapo had a previous agreement with Hinkel in which they divided the supervisory responsibility. In 1935 the Gestapo decided to use the Reichsverband to advance its goals of Jewish segregation and emigration, preferably to Palestine. They therefore nominated Kareski, the Revisionist Zionist leader, to be the head of "ideological training" and later of the entire Reichsverband. Examines Kareski’s personality, his opposition to the Zionistische Vereinigung für Deutschland, his dubious dealings with the Gestapo, and the strong opposition of Jewish communal leaders to his nomination, which was withdrawn.
