Against the background of the ongoing public discussion in present-day Romania on whether the country bears responsibility for the genocide of ca. 420,000 Jews who resided in territories under its control in 1941-44, examines the question of whether the Romanian-style "solution of the Jewish question" during World War II can be regarded as a holocaust, differing from the Nazi Holocaust only in numbers. Given the enactment of racial anti-Jewish laws from 1938, it could be expected that Romania would follow its German ally in implementing a total genocide of its Jews. This was not so, and the official policies toward the Jews differed: one, a very brutal policy toward "foreign Jews" in the "new areas" of Bessarabia and Northern Bukovina, and another policy for the Regat Jews. Even in the new areas, including Transnistria, there was no total extermination of Jews like in the German-dominated areas. Although the number of victims was huge/immense/formidable, a large part of them can be attributed to spontaneous violence on the part of the antisemitic local populations, which projected their grievances against the Soviet occupation of 1940 and the war on the Jews. Contends that the "solution of the Jewish question" in the new areas is closer to ethnic cleansing - a cleansing of ethnically mixed territories of the elements regarded as disloyal. However, the cleansing of Bessarabia and Bukovina of Jews in 1941 stands in stark contrast with the cleansing of the same territories of the ethnic Germans in 1940, which was carried out in an orderly manner and without victimization.
