The law of 1920 curtailed the number of students admitted to schools of higher education in Hungary. It established a quota of 6% for Jews. Using statistical data, examines how well the law was implemented and the extent to which it put Hungarian Jews in a disadvantaged position. Relating to the historical context of the law, notes Hungary's problems, especially economic ones, resulting from the treaty of Trianon. Hungary could no longer provide the same degree of higher education as previously nor give employment to the same number of educated professionals. Thus, reform was necessary. What was antisemitic about the 1920 law was the racial categorization. Concludes that since antisemitism was rampant after the abortive revolutions of 1918-19, for which many blamed the Jews, the law "was not the cause of antisemitism but rather the result of it". However, statistics indicate that after 1920 the admission of Jews to universities was not as affected as might have been expected. In 1928 the law was amended to remove its antisemitic bias. Concludes that there was no clear continuity between the law of 1920 and the anti-Jewish laws of the late 1930s.
