The Control and Optation Commission was a department of the Ministry of the Foreign Affairs of the Republic of Estonia. It dealt with the migration of Estonian citizens from Russia. The commission began its work in May 1920, and until December 1921, 32,155 people received Estonian citizenship, and 3,116 citizenship applications were rejected. The collection consists of copies of personal files of Jews from Petrograd wishing to enter the Republic of Estonia under the Optation (citizenship) Act. The files contain various personal data of the applicants as well as details about their plans for life in Estonia. In addition, these files include documents required for obtaining visas and certificates of Estonian citizenship. For each person, there are also responses to requests of the Control Optation Commission about the possibility of obtaining a residence permit from different Estonian state and municipal institutions --

The collection contains personal files of Jews wishing to enter the Republic of Estonia under the Optation (citizenship) Act. The files contain applications for citizenship, detailed forms with address, date and place of birth, information about education and occupation, about property in Russia and Estonia, family, relatives and acquaintances, as well as about their plans for life in Estonia. In addition, these files include documents required for obtaining visas and certificates of Estonian citizenship, such as copies of birth certificates, passports, certificates of belonging to Jewish communities in Estonia, etc. There are also responses to requests of the Control Optation Commission about the possibility of obtaining a residence permit from City Administrations, Ministry of Internal Affairs of the Republic of Estonia etc. Numerous applications were rejected by city councils or the Ministry of Internal Affairs despite the fact that these applicants were born in Estonia and received positive recommendations from their acquaintances. The main reasons of rejection were being Jewish and lack of knowledge of the Estonian language. The exception was baptized Jews with higher education.

lds57 The Control and Optation Commission was established as a department of the Ministry of the Foreign Affairs of the Republic of Estonia on the basis of Article 4 of the Treaty of Tartu between Estonia and Soviet Russia on 2 February 1920. It dealt with the migration of Estonian citizens from Russia. Citizenship applications were filed from the end of January 1920. The commission began its work in May 1920. Until December 1921, 32,155 people received Estonian citizenship, and 3,116 citizenship applications were rejected. The commission was headed first by A. Org, then by A. Shipai. In Petrograd, it was located in the Angleterre hotel. Its activities were observed by the Petrograd Information and Legal Department of the Council of People's Commissars of the Russian Soviet Federative Socialist Republic. Since, due to difficulties in evacuation, the migration process was not completed during the one-year period specified in the contract, the commission's activities were extended until the beginning of 1922.
