رقم النظام Two of the three Labour Members of Knesset (MKs) who had threatened to vote against Israel's 1994 State Budget backed down at the last minute after Finance Minister Avraham Shohat made a promise not to put Israel Aircraft Industries (IAI) into receivership. Ya'acov Sheifi MK (Labour), IAI works committee chairman, has long led a campaign against Government plans to close the company - and voted against the Budget despite Shohat's promise, saying that it did not go far enough. Shohat warned from the plenum that "Management and workers must reach an agreement that will lower wage costs and increase the company's competitiveness
We cannot continue to maintain IAI with its current costs. The 126.5 billion NIS Budget aims to stimulate growth through investments in infrastructure as well as through tax costs of 900 million NIS. The plans include an extra 5 billion shekels to be given to government ministries. The immigration and absorption budget will be increased by 1.5 biilion NIS to more than 10.5 billion NIS. In total, 33.3% of the Budget will go towards debt repayments
26.1% to transfer payments
17.4% to Defense expenditures
16.1% to civilian expenditures
and 7.1% to investment and credit.
The Budget allows for the employment of 1,O00 extra policemen to improve security, 300 additional traffic policemen to try to cut down the number of road fatalities, 1.84 billion NIS for the improvement of roads, a tax cut of 4% and 534 million NIS for yeshiva student stipends.
Shohat claimed that much of the activity was made possible because at the Government's agreement with the PLO: We stopped investing on an unnecessary scale in Judea, Samaria and Gaza, and the economy grew, thus the government's revenues increased.
