Title ISRAEL'S CHIEF OF STAFF BEGINB HIS FARWELLS.
Scope and content Major General Dan Shomron, the Chief of the General Staff, is to leave his post at the end of this month when his four year term of service comes to an end. He is to be replaced by Major General Ehud Barak, Today Shomron appeared for the last time at the Knesset Foreign and Security Committee, The occasion was not without its controversy as Techiya Party member Geula Cohen was critical of both Shomron and Defence Minister Arens over their handling of the intifada, The Chairman of the committee, Eliahu Ben Elissar told Cohen not to use this farewell occasion to bring up an issue that she has voiced countless times before. The period that Shomron has been head of the General Staff has been a particularly difficult time for Israel's army, The intifada has made many extra demands on personnel and funding of the defence force, The army was never intended to be part of the civilian control mechanism of the country, The police and border-police units were intended to deal with an civil unrest, The scale of the intifada has meant that soldiers have had to supplement the police presence and do longer periods of reserve duty so that the all important army training can continue, In Shomron's term he has also seen, because of the Gulf war, the army's civil defence units play an essential part of protecting the civilian population from attack. Haga (civil defence) has excelled in its public performance, which was both highly efficient and flexible and been praised by all. Shomron has seen the threat from Scud missiles change the whole concept of protection for the home front.
