The United States Office of Personnel Management (OPM) is an independent agency of the federal government of the United States that manages the United States federal civil service. The agency provides federal human resources policy, oversight, and support, and tends to healthcare (FEHB), life insurance (FEGLI), and retirement benefits (CSRS and FERS, but not TSP) for federal government employees, retirees, and their dependents. OPM is headed by a director, who is nominated by the president and confirmed by the Senate. As of July 14, 2025, Scott Kupor is the director.
