Bush first in the Department of Defense as the Director of Defense Research and Engineering from 1990 to 1991 and then in the White House as senior consultant to Alan Bromley, the Science Advisor to the President from 1991 to 1992; most recently he was a Senior Fellow and Member of the Board of Regents of the Potomac Institute for Policy Studies)
