Among other things, he was a member of the Lower House of the States General, Minister of Economic Affairs and Commissioner of the Queen in Gelderland, and was a member of Democrats 66 (D66). As leader of this political party, he experienced a decline, a strong revival and another decline.Terlouw also gained fame as the author of socially engaged children's literature. His novels Koning van Katoren (1971) and Oorlogswinter (1972) were awarded a Gouden Griffel (Golden Pencil). Later in life he was also active in public debate, particularly on environmental issues, sustainability and the preservation of social trust.)
