Description The immigrants who arrived to the State of Israel found a population that had undergone many conflicts and were exhausted from the War of Independence, in addition to bearing heavy financial difficulties and being submerged in political struggles. Their absorption process included both superior and narrow-minded motives exhibited by the institutions and relevant bodies that were recruited to this struggle. Of all the sports organizations, the Hapoel organization was the dominant one among the newcomers
other sports organizations, despite considerable efforts, did not achieve major inroads. In regards to physical education, the Hapoel organization, which was an integral part of many political parties, the Histadrut organization, and the labor unions were actively involved with the new immigrants. In the actions it took, the Hapoel association had an advantage over the other sports organizations — Macabi, Beitar, and Elitsur. This advantage resulted from the following two factors: The first was related to Hapoel's widespread administrational responsibilities, while the second one was related to its financial resources, such as the Histadrut and its establishments. These factors made Hapoel the most dominant association operating among the immigrants. Indeed, many of the Hapoel sports activities had already started a short time after the War of Independence, and by 1950 Hapoel was socially active in many of the places where new immigrants had settled — in transit camps, in immigrant settlements within in various cities, and in the adjacent peripheral areas. By means of sports activities, Hapoel activists tried to achieve two main goals among the immigrants: 1) mental and physical rehabilitation, and 2) helping them to cope with their anxiety, as well as preventing negative activities quite a few were drawn to, such as, crime, violence, idleness, etc. Hapoel activists also took advantage of the immigrants' involvement in various sports activities in order to establish a political link between them and the Labor party. In both of the above goals, much emphasis was placed on children and youth care.
