There were 27 pogroms in Algerian localities at the end of the 19th century. The riots were carried out by both Europeans and Muslims, and the local authorities were often lax in their response. Contends that the mobs were influenced by French antisemitism aroused during the Dreyfus Affair, e.g. in the Algerian press that echoed the writings of Édouard Drumont. The Jewish communal leaders in Algeria, especially Simon Kanouï in Oran, appealed for help to local authorities. The Central Consistory in France appealed to the French government and called for public relief efforts, while advocating a low-profile approach that praised French values of tolerance as opposed to countries that persecuted Jews. In contrast, the two Jewish periodicals published in France, "Archives Israélites" and "Univers Israélite", boldly condemned the anti-Jewish riots in Algeria and Dreyfus-related activities in France. A few Jewish intellectuals, like Bernard Lazare, came to the defense of Algerian Jews. All of the Jewish defenders had in common an advocacy of the rights of Algerian Jews as French citizens, granted them by the Crémieux decree of 1870.
