This essay is an introduction to Fried's English translation of Derzhavin's report (pp. 242-312). In 1799, the Russian poet and statesman Derzhavin (1743-1816) was ordered by the government to investigate relationships between peasants and the nobility in two Belarussian provinces, Polotsk and Mogilev. The Chief Procurator of the Senate further instructed him to devote special attention to Jews and to submit "an opinion as to how to do away with the evil they are inflicting upon the public". The result of Derzhavin's mission was this "Opinion" in which he proposed measures for the abolition of autonomy for Jews, their assimilation, and their integration in agricultural life. Although this work gave him the reputation of being an antisemite, queries whether he was indeed antisemitic. His program for a solution to the "Jewish question" in Russia was much milder than the ideas of his German contemporaries, who proposed persecution and sterilization of Jews rather than forced re-education and assimilation.
