Three printed sheets containing: 1) Instructions from the Duke of Portland from 27.4.1798, giving neutral merchant ships with special licences, importing to England flax and other articles used in agriculture, the right to sail freely and not be interrupted in their course by Ships of war or privateers; 2) Standard-wording of the form of Licence or Pass; 3) Order from the commissioners for the Office of Lord High Admiral, from 5.5.1798, addressed to the Captains and Commanders of the Royal Navy not to hinder neutral merchant ships with special Licenses, with the above instructions from the Duke of Portland. Hand-signature: Arden; W, Young; G. Wallace; [Maisden].
