After a delay of several days during which former Kach activist Noam Federman petitioned the High Court of Justice against the mission, Israel's police delegation to the international force being stationed in Haiti finally left lsrael on the morning of October 6 1994. They were seen off at the airport by Police Minister Moshe Shahal. After Prime Minister Rabin agreed to the US request for Israel to contribute its expertise and manpower to the troublespot in Port-au-Prince, Federman challenged the move on the grounds that a police ordinance confines the police's role as a domestic one. The five judges however accepted the state's argument that nevertheless, the government's power in the arena of foreign affairs cannot be restricted. The 30-member delegation flew to Puerto Rico where US training and briefings were awaiting them and were expecting to be positioned in Haiti along with other delegations from around the world just a few days later. Delegation head Commander (ret.) Gabi Amir said - "I am relieved that we are finally leaving, even with the unrest we have seen recently in Haiti. The Americans tell us that what we have seen on TV is not reflective of that is really happening and that overall it is quiet".
