Scope and content Since it began sitting on 5 March 1994 the government -appointed Shamgar Commission of Inquiry into the 25 February attack at the Tomb of the Patriarchs in Hebron continues to be a major focus of attention in Israel. The commission is examining not only the events of that Friday but also more deeply, the Army's rules and regulations that then governed and now continue to govern soldiers' actions in Hebron and in the rest of the territories. Like the Agranat Commission of Inquiry into the events at Sabra and Shatilla in 1982, it is clear that the Shamgar Commission threatens to engulf some of the most senior Army and even political figures in its eventual critique and recommendations. Every day live broadcasts of the proceedings are transmitted on Israel's national television and radio stations. Selected clips of the committee in session reach the major news bulletins every day: The commission seems to make headlines whether the 5 judges question Israel Defence Force (IDF) Chief-of-Staff Ehud Barak or a soldier of the lowest rank. The courty is still waiting to hear whether Barak's direct superior - Prime Minister and Defence Minister Yitzhak Rabin himself " will be called to testify. If so, Rabin's original reluctance to appoint such a high-profile commission may be understood all the more clearly.
