Scope and content The Shamgar Committee of Inquiry into 25 February's events at the Machpela Cave in Hebron, on Wednesday 13 March 1994 took evidence from the Israel Defence Force IDF Chief of General Staff Lieutenant General Ehud Barak. The courtroom was packed as the highest-ranking official to have been summoned thus far gave testimony.
Barak told the commission that the massacre had been “like a bolt from the blue”. He criticized the soldiers that failed to prevent the killings but also claimed: "Even the most stringent security cannot always foil a determined lunatic who is willing to die". He divided his testimony into an account of the background to the IDF deployment in the Hebron region and an explanantion of the Army's open-fire orders. He described the tough conditions that soldiers have to confront
Soldiers are pushed from one incident to another “day after day, night after night...when they have sometimes had hardly more then two hours' sleep, they have to exercise judgement about whether or not to open fire. Barak criticized testimony of troops from the week before: "It was absurd" to say that they had been told never to fire upon Jews - "they must have misinterpreted this at briefings". All things considered, Barak stated, "When I compare our performance with what I saw in a French commando unit 30 years ago and with all the pain I feel for both sides, I don't think we have to be too ashamed. Israel's political commentators are already making parallels between the Shamgar Commission and the Agranat Commission -- which examined the Army's role in the massacre at Sabra and Shatilla, 1982.
