Title On Sunday January 9, B'tselem - The Israeli Information Centre for Human Rights In the Occupied Territories published its long awaited and controversial report about the murders of Palestinian 'collaborators' with Israel by other Palestinians.
Scope and content Entitled Collaborators' in the Occupied Territories: Human Rights Abuses and Violations, it was the first B'tselem report not to deal primarily with human rights abuses by Israel. As such - and even though the report was planned well before the signing of the Israel-PLO Declaration of Principles was concluded in September - it was indicative of the new atmosphere in the Middle East and the way in which attention new focuses much more upon the Palestinians and their ability and fitness to govern than it does upon Israel's conduct. The 207 page report claims that between 750 and 950 collaborators have been murdered to date. It condemns both the Palestinian organisations that ordered the killings and those that did not stop them. It also condemns the Israeli security organisations for recruiting Palestinians as informants. IDF sources responded that of the Palestinians that had been murdered for "collaboration" in actual fact "most of these did not cooperate in any way with the IDF". B'tselem claims that at least 35% of victims were informants. B'tselem also refuted Palestinian claims that all those killed were first found guilty in trials: "Many suspected collaborators were tortured - sometimes to death - by activists of Palestinian organisations...without any prior interrogation". The IDF Spokesman called the report a "turning point": "It is the first time the organisation has focused on the Arab terror organisations”. He added that "The IDF will continue to do all that is required and possible in order to support those who have helped the Israeli authorities over the years".
