Moshe Arens told the Knesset Foreign and Security Committee that the defense budget should be increased by at least $400 million. The Treasury would like to see the defense budget reduced by the same amount. The cost of defense represents 8.8% of the G.N.P. In Arens view this is much lower than in previous years and to cut back any further would be a mistake. Arens went on to explain that the Arabs have a 1:5 ratio advantage in their favour with regard to modern weapon systems. He said that the belief of the General Staff would be a brave man if he were willing to live with that situation. Yossi Beilin from the Labour group on the committee agreed that the defense budget must be cut and that to cut education is equally damaging to national security, Arens responded by saying that when Scuds fall, education, nor roads, nor employment opportunities will intercept them. Only the Arrow (Israel's anti missile missile) will be able to do that.
