Scope and content תצלום שחור-לבן שבו נראית שרת העבודה, גולדה מאיר (מאירסון) מוסרת את מענק הלידה הראשון במדינת ישראל ליולדת רחל מזרחי, בבית החולים "הדסה", ירושלים. התצלום נעשה ב-1 באפריל 1954 אחר הצהריים, שעות אחדות לאחר שהכנסת אישרה את החוק המסדיר את פעולתו של המוסד לביטוח לאומי. במסירת מענק זה החלה, למעשה, פעילותו של המוסד לביטוח לאומי בישראל. בגב התצלום הוטבעה חותמת הצלם דוד רובינגר.
