The Collection of documents about the founding of Hadera is made mostly from the depositions of Yehuda Leib Epel (1857-1934), one of the first Vilnian Lovers of Zion, which helped founding Hadera. The collection includes documents regarding Hadera's founding, mostly regarding the associations of Hadera Settlers made in Vilnius, Riga and Kaunas.

Biographical summary יהודה לייב אפל (1857 - 1934), מראשוני תנועת "חיבת ציון" בוילנה, בירת ליטא. כיהן כמזכיר "חיבת ציון במשך 25 שנה ופעל למען הוצאתה של ספרות ציונית בליטא. עלה לארץ ישראל ב- 1921 והיה עוזרו של יצחק לייב גולדברג. בשנים 1880-1882, בעקבות פרעות הדמים ברוסיה-"סופות בנגב", התארגנה תנועת "חובבי ציון" במטרה לרכוש אדמות להתיישבות בארץ ישראל. אדמות חדרה נקנו עבור נציגי אגודות "חובבי ציון" מליטא. משלחת של חמישה שליחים מטעם אגודות אלה, שיצאו לקנות אדמות בארץ ישראל, קנו בהמלצתו ובתיווכו של יהושע חנקין את אדמות חדרה בשנת 1890, מהאפנדי סלים ח'ורי שהקרקע הייתה בבעלותו. בט"ו בשבט ה'תרנ"א (1891) עלו התושבים לקרקע, היו אלה עולים מהערים ריגה, וילנה וקובנה.
Ownership history האוסף הופקד לצמיתות בספרייה הלאומית על ידי יהודה לייב אפל. הפריטים בתיקים 70-72 נרכשו על ידי הספרייה הלאומית בשנת 2010.
