"יואב שרף, האקר בהווה וסוכן חשאי בעברו, מעביר את ימיו בחנות הגאדג'טים הקטנה שלו בתל אביב. כשרמי, המפעיל שלו מימי הצבא, מגיע לגייס אותו למשימה אחרונה בהחלט, הוא לא מותיר לו ברירה. כך מוצא עצמו יואב נשאב לעולמם של מחשבי הקצין, ארגון טרור דיגיטלי מסתורי השואף לכונן סדר עולמי חדש על ידי העברת קודים לשיגור טילים לאיראן. המסע לאיתור חברי הארגון מפגיש אותו עם האקרים, סוחרי נשק ונציגי סוכנויות ביון בלוס אנג'לס, סן דייגו ומדבריות נבדה, ובמהלכו פוגש יואב את בנימין וולף – יהודי אמריקאי חם ודעתני, המציג לו צורת חיים שיואב מעולם לא הכיר, החודרת תחת השריון שעמל לבנות כל חייו. טרור דיגיטלי, נבואות אחרית הימים וטבע האדם חוברים יחד בספר מתח אפוקליפטי קצבי וחובק עולם. מחשבי הקצין הוא סיפור מסע המתחיל בחוסר רצון וייאוש ונוסק אל רצון בוער ותקווה אינסופית, 'כי צריך כל אדם לומר – כל העולם, לא נברא, אלא בשבילי'"-- מן האתר של ההפצה.
