"אחד הנושאים המרכזיים שמעסיקים את מדינת ישראל עוד מתקופת המדינה שבדרך, ושנובעים מהיותה מדינת הגירה, הוא הצורך במתן שיכון ודיור למאות, אלפים ויותר מהגרים המתדפקים על דלתותיה. במונחי מודרניזציה, ארץ־ישראל של ראשית המאה העשרים הייתה ארץ חדשה, כר נרחב לניסויים בהתיישבות. הציונות המעשית אימצה את מודל הכפר כצורת היישוב הדומיננטית של ארץ־ישראל, מחוזקת בערכים חלוציים ועטופה באידיאולוגיה ובסמלי סטטוס. החלוצים, לעומת זאת, נמשכו ברובם דווקא אל העיר, שהייתה אז מעוז היוזמה הפרטית, רחוקה מתפיסות חברתיות שוויוניות, שראתה בשיכון פועלים בתוכה סכנה ליציבות הפוליטית־שלטונית בה. בנקודה זאת נוצר לאחר מלחמת העולם הראשונה המפגש בין התנועות החברתיות, שהחלו להרים מפעל אדירים של שיכון שכבות הפועלים בערים באירופה כחלק מסוציאליזם מוניציפלי, דוגמת וינה, לבין תנועת השיכון העירונית של הפועלים בארץ־ישראל." -- מן המעטפת האחורית.
