"המזכר הערבים אזרחי ישראל בפתח המאה העשרים ואחת משרטט תמונת מצב עדכנית על דמותה של החברה הערבית בישראל בפתח המאה העשרים ואחת. בצד הצגת נתונים חברתיים וכלכליים, מציג המזכר ניתוח רחב יריעה של התמורות הפוליטיות והאידיאולוגיות שהתחוללו בקרב המיעוט הערבי בישראל בשני העשורים האחרונים. כמו כן מתייחס המזכר למדיניות הממשלה כלפי האוכלוסייה הערבית בתקופה הנדונה, ולשאלת היחסים בין האזרחים היהודים לערבים במדינה. על רקע האמור לעיל גיבשו חברי הצוות שעמד מאחורי הכנת המזכר כמה המלצות ברמה הקונספטואלית הנוגעות למדיניות הממשלה כלפי אזרחי המדינה הערבים. בין אלה נציין כאן את ההמלצה הראשונה במעלה: הכרה רשמית בייחוד התרבותי והלאומי של המיעוט הערבי בישראל, והענקת הלגיטימציה המתבקשת של המדינה לזהותו ולצרכיו. המלצה זו מקבלת משנה תוקף ודחיפות בעקבות אירועי הקיץ האחרון, סביב מבצע "צוק איתן", שעמדו בסימן גילויי ניכור, הדרה ואף ביטויי גזענות מובהקים כלפי אזרחי המדינה הערבים"--מן המעטפת האחורית.
