"מועצה דתית היא רשות ציבורית עצמאית המספקת שירותי דת לציבור היהודי. ברחבי הארץ פועלות היום 131 מועצות דתיות שמספקות שירותים במגוון תחומים: כשרות, שחיטה, מקוואות, נישואין, קבורה, רבנות, עירובין, תמיכות בפעילויות ובמוסדות דת ותרבות תורנית. תקציב המועצות הדתיות מורכב ממימון של המשרד לשירותי דת ושל הרשויות המקומיות ומהכנסות עצמיות מגבייה. בשנת 2014 עמד המחזור השנתי של כלל המועצות הדתיות על 760 מיליון ש"ח. השיח הציבורי והמחקרי על שירותי הדת ועל המועצות הדתיות מתרכז בעיקר בסוגיות נורמטיביות שמציפות באופן החריף ביותר את המתח בין דת ומדינה בישראל. ואולם מחקר זה מבקש לבחון את המועצות הדתיות בפרספקטיבה שונה – מנקודת המבט של הניהול הציבורי. לפיכך השאלות העומדות במוקד המחקר אינן נורמטיביות אלא נוגעות במידת האפקטיביות והיעילות של שירותי הדת שהמועצות הדתיות מספקות-- מן האתר של ההוצאה.
