במדינת ישראל נלמדות התרבות וההיסטוריה של העם היהודי, בארץ ישראל ובתפוצות, ומוכרת התרבות וההיסטוריה של אותם עמים ואותן ארצות בהן ישבו ויושבות קהילות יהודיות, אשר השפיעו ומשפיעות על העם היהודי ועל מדינת ישראל. ארצות אחרות ותרבויות אחרות שאין להן התכונות הללו, ותהיינה מפותחות ועשירות ככל שתהיינה, זוכות לתשומת לב מינימלית. סין היא דוגמה מובהקת לכך. יודעים עליה מעט מאוד בארץ. חוסר הידיעה מוליד גם פחד, אי הבנה ויחס מעוות לגבי סין בכלל ולגבי סין העממית בפרט. מטרתו של ספרון זה, שנכתב ונערך על-ידי ד"ר יצחק שיחור, מנהל מכון טרומן של האוניברסיטה העברית, לקרב את סין לציבור הישראלי. כיוון שקשה ביותר, ואולי בלתי אפשרי, להקיף נושא עצום זה בשלוש עשרה שיחות, בחרנו להביא כמה היבטים מסין המסורתית, סין המודרנית וסין העממית, אשר מתקשרים כולם לבעיה מרכזית אחת: שאלת ההמשכיות והשינוי בסין. הטענה העיקרית שתחזור בשיחות כולן היא שסין העממית, למרות המהפכה, היא המשך ישיר לסין המסורתית.
