שמעון שמיר נולד בטרנסילווניה ב־1933, והתחנך בבתי ספר בירושלים ובתל-אביב. את התמחותו במזרחנות רכש באוניברסיטה העברית בירושלים ובאוניברסיטת פרינסטון, בה קיבל את תואר הדוקטור ב־1960 על חיבורו על סוריה במאה ה-18. לאחר מספר שנות הוראה באוניברסיטה העברית הוזמן לאוניברסיטת תל-אביב כדי לפתח בה את לימודי המזרח התיכון. הוא כונן שם בצד החוג להיסטוריה של המזרח התיכון ואפריקה, גם את מכון שילוח - חלוץ מכוני המחקר הישראליים בשטח זה. בנוסף לעבודתו באוניברסיטת ת"א, כיהן כחבר-מחקר וכפרופ'-אורח באוניברסיטאות הרברד ופנסילווניה. פרופ' שמיר פירסם מחקרים על תולדות הערבים בעת החדשה, על סוריה וארץ-ישראל בתקופה העות'מאנית, על זרמים אידיאולוגיים בעולם הערבי ועל מצרים בת־זמננו; כן ביצע מחקרי שרה על החברה הפלשתינאים ביהודה ושומרון. בהופעותיו הציבוריות, כמו במחקריו, בחן במיוחד את מגמות ההתפתחות במצרים- כפי שמשקפים זאת ממצאיו המקובצים באסופת מאמרים זו.
