ספר זה דן בשתי הבעיות המרכזיות בתולדות גרמניה בעת החדשה: הצורך להתגבר על הפיצול המדיני שאיפיין את מרכז אירופה גם כאשר במערכה נכונו כבר מדינות ריכוזיות ובעלות סממנים מודרניים רבים: והדרישה של חוגים הולכים ומתרחבים בציבוריות הגרמנית שהמסגרת המדינית החדשה תיתן ביטוי לעקרונות החירות ותאפשר יצירתה של מדינת חוק ליברלית בגרמניה. בניגוד לתפיסות מקובלות, הרואות בתולדות גרמניה המודרנית תהליך של לאומיות הולכת ומוקצנת כשהיא משולבת בבגידה מתמשכת בכל עקרונות החירות. נעשה בספר זה ניסיון להציג מסכת מורכבת יותר של יחסי הגומלין בין שתי השאיפות הנדונות כאן. בשלב הראשון נתפסו שתיהן כשני צדדים של אותו מטבע, ואילו בהמשך, לאחר מהפכת אביב העמים בשנת 1848, במהלך השינויים שהביא עמו התיעוש המואץ ותוך כדי התחרות הקשה שבין אוסטריה ופרוסיה על הבכורה בגרמניה, הלך ונתגלע הקרע הבלתי-נמנע כמעט שביניהן. מנקודת ראות זו שופך ספר זה אור חדש לא רק על תולדות גרמניה במאה ה - 19, אלא גם על שאלת איחודה מחדש במאה זו.
