HIGH COMMISSIONERS APPEAL

LEGAL _TRAINING The High Commissioner attended yesterday afternoon the distribntion of diplomas and certificates to students of the Council of Legal Studies and addressed the graduates . The ceremony took place at the Evelina de Rothschild School , by kind permission of Miss Landau . His Excellency was received by the Attorney General , Dr . Goadby the Director of Legal Studies . High Commissioners Speech After distributing the diplomas and certificates , the High Commissioner addressed the students follows : — as

It is a great pleasure for me tc present to the successful candidates the diplomas and certificates for which they have qualified by their studies here . I understand that they number 43 , and that half of thinumber have obtained s Diplomas . I congratulate both the teaching staff and the students on this result . Those who have gained diplomas

deserve a particular word of praise , since their special subjects are taught in English ; by the time they have qualified they will thus have gained a knowledge of three legal systems — the Ottoman ( Mejelle ) , the Moslem Law of Waqf , and British Law . T am sure that thv prospective lawstudent in English would be much alarmed by the scope of your curriculum .

The successful _candidates may be divided into two categories — those who are making the Law their profession and those who are not . To each of these T should like to a few words . say Lawyers _Responsibility First to the future lawyers : I should like to impress on you the greatness of the responsibility which you will bear . Today a country s most precious asset is its credit , and this credit depends directly on the standard of commercial and private integrity .

You as lawyers have much power to enhance or damage your country s credit . I look to you to maintain a tradition of legal integrity in Palestine which will influence the country as a whole . Make your contribution to public life a positive one , putting your knowledge and talents at the disposal of the community .

Of those who are not taking up the Law as a profession , T understand that are Government many servants , who have given up a part of their limited leisure to study in these classes . For all of I am you convinced that the time spent here will prove a profitable investment , making you better public servants or morefficient businesse men as the case be . may Goodwill My concluding remarks I will ad

dress to you all . . The outstanding nerd of this country is , goodwill — Goodwill among neighbours and a better understanding _between different classes . This institution has therefor- a double importance . First , students who studv here study under the same -roof subjects of common interest -and value to all _classes of the community .

G AIDS FAIRNESS Second , such legal training as T have enjoyed has long ( convinced me that no training enables a man _^ to see so clearly or to j nidge so ffairly those many questions where tthere is a measure of right on both Jsides . Therefore I feel sure tlhat students who have attended those * Law classes will have acquired a sense of proportion and a judlicial attittude of mind which will enable

tthem to judge faithfully and dispassionately I the many difficult r problems that beset us today . I congratulate all those : who have rgained diplomas and certificcates thiand I have confis year , cdence that the result of these studies will e of lastinvalue to provg yourselves , to the legal profession and to the _country 7 as a whole .
