מועצת ההנהלה של פלך ויטבסק הייתה הגוף האדמיניסטרטיבי הראשי באזור. אולם, בפועל המנהלת הייתה כפופה למושל הפלך, ולפיכך הייתה בעלת סמכויות מוגבלות למדי. מועצת ההנהלה דאגה לפרסם צווי הקיסר, חוקים של הסנאט והוראות של גופי ממשל שונים. המנהלת הייתה אחראית לטיפול בסוגיות הקשורות בבריאות הציבור, באספקת מזון ובסוגיות הקשורות בהתפתחות הכלכלה בפלך ויטבסק. מועצת ההנהלה של הפלך דאגה לשמור על הסדר הציבורי והביטחון בפלך. מוסד זה היה אף אחראי לבוררות בין תושבים, כמו גם בין יחידים ולבין מוסדות המדינה השונים בפלך. האוסף מכיל תלונות שהגישו תושבים יהודיים למועצת ההנהלה בנוגע לפעולות של יחידים או מוסדות מדינה. האוסף כולל חומרים הנוגעים לחובות של תושבים אחדים, למצבם הכלכלי ולפעילותם הכלכלית. אחד התיקים מתייחס לאלימות של בעל-אחוזה כנגד חוכר פונדק יהודי, ותיק אחר דן בניסיון לגייס ילד יהודי לצבא הרוסי ב-1839 --

The collection of the Vitebsk governorate board includes a few files concerned with the economic activities of Jewish residents in the Vitebsk province: their debts, insolvency and economic situation. A file from 1838 contain records on the arrest of Iser Diner from Dinaburg (Dvinsk; Daugavpils) on charges of the illicit sale of liquor. Another file deals with a complaint by Jewish alcohol tax-farmers in Lucin (Ludza) against a local landowner regarding the sale of liquor in the area belonging to the monopoly of the tax-farm in 1839. Through this file, it is possible to study Jewish economic activity in the sector of state alcohol tax-farming and on the tensions created by this activity between Jews and estate owners. The file sheds light on the economic relationship between Jews and the landlords. The collection contains documents from 1838-1840 related to complaint by a Jewish innkeeper, Aizik Sheul, who with his family lived in a tavern of a local landowner in the Dinaburg region. The innkeeper complained that the landowner had kidnapped his daughter and forced her to convert to Christianity. Contrary to the innkeeper's claims, the local authorities stated that the daughter had asked the landowner to take her to a convent in order to convert to Catholicism. Officials in the Vitebsk governorate board and the authorities in Dinaburg tried to convince the innkeeper's daughter not to convert to Catholicism, but rather to Russian Orthodoxy. A file from 1839-1840 relates to the conscription of a Jewish boy into the Russian army, and the intervention of his parents and brother for his return from the recruiters.

תקציר ביוגרפי In 1802 the Belorussian governorate of the Russian Empire, with its administrative center in Vitebsk, was dismantled and divided into the Vitebsk and Mogilev provinces. The new Vitebsk Governorate Board was established. It was legally designated as the main administrative body in the province. However, in practice, it was subordinate to the Vitebsk governor, and had limited authority. The governorate board managed the affairs of public health, food supplies, economic development, general security and public order. The Vitebsk governorate board was abolished following the February Revolution of 1917.
