מועצת העיר (דומה) של דבינסק (דינבורג, דאוגבפילס) הייתה רשות מחוקקת במערך השלטון העצמי, וגוף עירוני מרכזי האחראי על טיפול במגוון רחב של סוגיות מוניציפליות. פעילות הדומה כללה טיפול בבנייה והקמת תשתיות עירוניות, בריאות הציבור, חינוך, רווחה, תחבורה, ענייני כספים וכלכלה. החומרים באוסף מכילים נתונים מידע רב על אודות תושבי העיר היהודים. לדוגמא, עיון בספרי רישום אוכלוסיית העיר ובמסמכים דומים אחרים מאפשר לקבל מידע על היהודים שחיו בדבינסק ובסביבה הקרובה. מהחומרים הכלולים באוסף ניתן ללמוד גם על גיוסם של היהודים במחוז דבינסק לצבא הרוסי לרבות הסכסוכים בתוך הקהילות היהודיות הקשורות לגיוס. חלק אחר של החומרים מכיל עדויות הנוגעות לתרומת היהודים לפיתוח הכלכלי של דבינסק. האוסף מכיל פטיציות של היהודים לקבלת תעודות המרשות לעשות עסקים, בקשות להצטרפות לגילדות הסוחרים, כתבי ייפוי כוח לטובת ניהול עסקים, בקשות לצאת למחוזות הפנימיים של האימפריה שמעבר לתחום המושב, ספרים עירוניים לרישום תושבים וסוחרים בדבינסק. המסמכים כוללים גם בקשות של קורבנות יהודיים מהשריפה של 1844 לקבלת הלוואות לטובת בניית בתים חדשים. חומרים מ-1876-1875 מתייחסים לבחירות למועצות עירוניות בפלך ויטבסק, וכוללים רשימות בוחרים ותושבים יהודים --

Materials in the collection include records on the conscription of Jews and the conflicts within the Jewish communities connected with conscription. Often the communal elders included beggars, outcasts, maskilic-minded individuals and orphaned children in the draft lists so that the heads of tax-paying middle-class families were predominantly exempt from the conscription. A file from 1852-1855 contains a complaint received from a group of Kreslavka (Dinaburg district) Jews on the actions of Wulf Ravin, who was empowered to direct the conscription of Jews. The group of the Jews complained that in 1851 Ravin drafted poor Jews, who were not in the draft lists, to replace the rich. Various documents relating to the economic activities of the Jews are also part of the collection. There are: materials regarding the receipt of certificates for doing business, applications for joining the merchant guilds, powers of attorney for the right to conduct business, petitions for departure to the inner provinces of the Russian Empire (beyond the Pale of Settlement), the city’s books of residents and lists of merchants. Materials from 1875-1876 relate to elections to city councils in the towns of the Vitebsk governorate. There are lists of voters in Dvinsk, and the lists of the Jewish residents and merchants in the towns of Dagda, Vishki (Višķi), Kreutzburg (Krustpils), Kreslavka, Livengof (Līvāni), Preili, and Glazmanka. In addition, the collection includes petitions submitted to the authorities by Jewish victims of the fire in Dvinsk in 1844. These Jews asked for loans in order to construct new houses. There are also lists of the victims of the fire.

תקציר ביוגרפי After the accession of Latgalia to Russia in 1772, the authorities in Dvinsk had to conform to the laws of the Russian Empire, where city councils (dumas) were established in 1785. Councils were composed of elected representatives of urban estates but were elected only by townspeople who had some income from property. The city councils were dependent bodies and any issues, even the council's meetings, required the approval of the governors. In 1870, reform was carried out. Electoral rights were expanded and the councils became relatively independent. In 1892, in the framework of the counter-reforms of Alexander III, the new city regulations came into effect, which significantly decreased eligibility to vote in the council elections. The councils lost part of their powers and the dependence on the governors was significantly extended. At the beginning of the 20th century, the only Jewish deputy of the Dvinsk city council was Yakov Movshenzon. In 1917 M. Rabinovich was an active member of the city’s municipal self-government (in 1918 he was the mayor of Dvinsk). In January 1919 the district executive committee of the Dvinsk Soviet of Workers' Delegates became the main authority in the city instead of the Dvinsk Duma.
