Scope and content Proclamation affirming and reinforcing the previously-issued Moda‘ah Rabbah u-Keri'ah shel Hibbah, instructing all Diaspora Ashkenazic communities not to give charity to Sephardic emissaries sent from the Land of Israel, on the allegation that the Sephardim of Jerusalem had been depriving the city's Ashkenazic poor of charity due them and redirecting it to their Sephardic brethren. Below appear letters of support from Rabbis Samuel Salant and Isaac Elhanan Spektor, the latter signed 4 Kislev 5654 (November 13, 1893).
