(עמ' 1א) ישיבת פרוטוקול הועדה, בנוכחות א. ארסט [=אברהם ארסט], ג. הוייזנר [=גדעון האוזנר], ואברהם מרדכי וינגרטן שהיה יושב ראש ועד העיר העתיקה. הועדה התמנתה ע"י מפקד המחוז לחקור את כניעת העיר העתיקה רק למען קביעת העובדות לגבי משלחת הכניעה, ככל הנראה עקב המחלוקת שהיתה בין מטה המחוז למפקדת הרובע בדבר ההסכמה לכניעה. בהמשך המסמך עולות גם שאלות נוספות בנוגע לכניעה.
מלבד הנוכחים בישיבה, מוזכרים גם אישים, ערבים ויהודים, שהיו מעורבים במהלך הלחימה, הכניעה והעזיבה של הרובע, בתוכם, משה רוסנק שהיה המפקד האחרון של הרובע, שאול טויל ממפקדת הרובע הנצור, הרבנים: פ. אייזן רב צבאי, מינצברג החזן, יהודית וינגרטן, מותקה פינקס אחד המפקדים (2א, 8א), עבדאללה טל מפקד כח הליגיון (עמ' 9א), מוסה אל חוסייני, אחמד חלמי פשה (11א),וינגרט (עמ' 13א), מותקה ווגר (17א)
מוזכרים גם מקומות מרכזיים ברובע: הקישלה (2א), בית כנסת הסטמבולי, שער השמיים (=רחוב), בתי מחסה (4א), רח' היהודים (3א), המידן (=רחוב), הרחוב המקשר למשגב לדך (7א), רח' דוד, שער שכם (13א)
