ב-12 לאוגוסט 2013 ביקשה שרת המשפטים לשעבר, הגב' ציפי ליבני, מפרופסור רות גביזון "לנסח הצעה להסדר חוקתי העוסק באופיה של ישראל כמדינה יהודית ודמוקרטית באופן המאזן ומשלב ערכים אלה, הן היהודי והן הדמוקרטי". הנחת היסוד היא כי על פני הדברים קיימת הסכמה רחבה על אופיה של המדינה כיהודית ודמוקרטית ולכך אף ניתן עיגון חוקתי בחוקי היסוד. עם-זאת, קיימות מחלוקות עמוקות על פרשנות רכיבי ההגדרה והיחס ביניהם. מחלוקות אלו מתבטאות, בין היתר, בהצעות חוק המבקשות לתת עיגון חוקתי נוסף למרכיבים של זהות המדינה. מטרת הבדיקה היא לבחון את זהותה החוקתית של מדינת ישראל כמדינה יהודית ודמוקרטית, מבחינה מהותית ומוסדית. בחינה כזו מחייבת גם בירור משמעותי, ההולך מעבר להצגת עמדות ראשוניות, של עמדות חלקים בציבור לגבי הביטויים המורכבים האלה והיחסים ביניהם. הבדיקה נבנתה על מאמצים קודמים בכיוון זה של החברה האזרחית ושל הכנסת עצמה. היא התבססה על בחינת הספרות המקצועית, התייעצויות עם מומחים ועם ארגונים, בארץ ובחו"ל, וקבלת חומרים מגורמים רלבנטיים. אתר זה יתאר את ההתקדמות וירכז חומרים ומידע בנושא.
