"פעולת טרור חבלנית שמבצעים קנאי-דת מוסלמים גורמת שואה בברית-המועצות. כדי לשרוד, חייבים הסובייטים לפתוח במבצע צבאי אדיר מְמדים. "סערה אדומה" היא תוכנית אב נועזת לארבעה חודשים, הכוללת תמרונים דיפלומטיים והתעצמות צבאית מואצת, שמטרתם לערער את שיווי המשקל של המערב. טום קלנסי מוביל את הקורא יום אחר יום ושבוע אחר שבוע במסלול המהלכים המזהירים של ברית-המועצות ומאמציו של המערב הנזעק להגן על עמדותיו. המתח מגיע לשיאו עם פריצת הכוחות הסובייטיים לתוך אירופה וצפון האוקיינוס האטלנטי. המערב מוצא את עצמו נתון במלחמה על השליטה בכדור הארץ, שבה מתרחשים קרבות גדולים ומעשי גבורה בים, ביבשה ובאוויר. לצורך כתיבת סערה אדומה עולה ערך טום קלנסי תחקיר שכלל ביקורים בצוללות, נוכחות באימונים באש חיה, פגישות וראיונות עם קציני צבא וביון מכל הדרגים, וריאיון מיוחד עם עריק רם–דרג מברית-המועצות" -- מן המעטפת האחורית.
