Compares (in parallel columns) and contrasts the German and Italian racist laws of the 1930s. Although the evolution of these laws was different, the final goal of separation of the Jews from the rest of the population was the same. States that the Italian racial laws were coherent with fascist ideology and that they were anticipated by Mussolini's antisemitic ideas. The promulgation of racial laws in Italy was connected with political aspirations; it was not persecutory, but discriminatory. Refutes the widespread historiographical opinion that the Italian racial laws were milder than those in Germany. Concludes that the Holocaust had only minor repercussions in Italy due to sociological factors, such as the solidarity of the Italian population, rather than to the mildness of the legislation.
