The Magistrate (municipal authority) of Lucin (Ludza) was the chief local self-government body responsible for all judicial, administrative, economic and social municipal issues. The papers of the magistrate’s collection reflect various aspects of the city's life including the integration of the Jews in regular economic and daily life at the end of the 18th - beginning of the 19th centuries. The collection contains personal data concerning Jewish residents of Lucin, passport applications for temporary absences from the city, and judicial documents of the Magistrate related to arrest and violence among the Jewish community. Description
Data on the Jewish residents of Lucin (Ludza) can be found in revision lists from 1795 and 1800. The revision lists reflect the population “fiscal census” conducted for the purpose of accounting for taxation and conscription into the army. The lists indicated the name, patronymic and surname of the head of the family, his age and estate. The lists also indicated the names and age of his sons, his wife and his daughters. Sometimes the lists may also indicate people’s marital status – widows or a second marriage. However, it is important to note that revisions uncovered many Jews who avoided the census. One can also find Jewish names in applications on the inclusion of people in the ranks of the Lucin meschanstvo and in passport applications for temporary absences from the city. There are also monetary claims of debts from Jews from the end of 18th-beginning of 19th centuries, imperial decrees, reports and correspondence. For instance, the collection includes documents related to monetary claims by the landowner Iosif Shadursky to Jewish merchant Isai Aizikovich. The collection contains some judicial records connected to the case from 1795 of the detention and beating of Abram Leibovich with the involvement of the kahal.

Biographical summary Lucyn (Ludza) received town rights in 1777 from Catherine II the Empress of Russia. The Magistrate of Lucin (Ludza) existed until 1866. Then it was abolished as part of the reorganization of local self-government in the Russian Empire. During the Tsarist period magistrates (municipal authorities) were judicial and administrative elected institutions in the cities. Their jurisdiction extended only to merchants and burghers (mieszczanie). After the abolition of the magistrates in 1866 their administrative and economic functions were transferred to municipal dumas, and judicial functions were assigned to the district courts.
