בית נטע שימש כמרכז תיעוד ותרבות של מועצת פועלי פתח תקוה. נושאי תיעוד מרכזיים כדלקמן: תולדות ההתיישבות הציונית העובדת לתקופותיה, ייסוד פתח תקוה, עליות לארץ ישראל החל מהעליה הראשונה ואילך, תולדות תנועת הפועלים והאישים הבולטים בה, תולדות פתח תקוה. בנוסף שימש בית נטע כארכיון של מועצת פועלי פתח תקוה. הפעילות כללה: קיום תערוכות, ימי עיון וכנסים והוצאת פרסומים.
