At dawn on 18 May 1994, IDF forces in the Gaza Strip completed the transfer of responsibility for installations and camps over to the Palestinian police, thus completing the transfer of authority and redeployment of IDF forces in the Gaza Strip and around the Jericho area promised in the Gaza Jericho First Agreement. |

Hundreds of youths in Gaza City who had been waiting for the moment, shouted slogans including "Rabin go home” and threw stones. Troops fired tear gas to disperse the demonstrators while the new Palestinian police fired in the air - partly to keep order and partly to share in the jubilation. OC Gaza Brigadier-General Yomtov Samia, who headed the committee which establi-shed the timetable for the transfer said: "I thank the two sides and wish good luck to both of us. We have a great mission to accomplish". After the transfer of authority though, all was far from smooth-running for the newly empowered Palestinians: The new chief of Gaza's police station complained: "The Israelis took everything. we don't even have chairs to sit on. They cut the electricity and took all the telephones with them...We don't yet have laws to deal with small crimes and disputes. So we try to mediate between the people ourselves". At the main post office customers were told that while the PLO had refused to accept the use of Israeli stamps, new Palestinian stamps were still yet to be issued.The 9,000-strong Palestinian police force, to be fully deployed by the end of May, draws upon 7,000 troops drawn from Palestine Liberation Army units stationed all over the Middle East. They are armed with Kalashnikov automatic rifles and their officers are armed with pistols. The force has 120 vehicles carrying medium machine guns including 45 armoured personneI carriers and 30 jeeps. Photo shows: With the PLO struggling for resources to finance its infrastructure of operations in Gaza and Jericho, the Palestinian police force has been put together by an amalgamation of contributions from all over the world. The policemen wear used Norwegian uniforms, carry British riot gear and drive - American trucks - which in turn are equipped with vintage 1948 Greek communication equipment.
