Scope and content כרך רביעי מתוך ארבעה, של אוסף התצלומים המתארים את נזקי רעידת האדמה בארץ ישראל בשנת 1927. אוסף התיעוד המצולם של רעידת האדמה בארץ ישראל נוצר בעקבות פניית הנהלת בית הספרים הלאומי והאוניברסיטאי לקהל הרחב, בחודש מארס 1929, בבקשה כי יתרום תצלומים המתארים את "נזקי הרעש". בעקבות פנייה זו, נשלחו במהלך אותה שנה אל הספרייה מספר קבצי תצלומים. קובץ זה מכיל שלושה תצלומים בלבד, אשר צולמו בעיר שכם: שניים מן התצלומים צולמו מייד אחרי רעידת האדמה, ואילו השלישי, בו נראים שוטרים נוסעים במכונית, צולם ימים אחדים מאוחר יותר. תצלומים אלה נשלחו לבית הספרים הלאומי והאוניברסיטאי בעקבות פנייתו לציבור, על ידי ישעיהו בלכמן, חיפה. בלכמן צרף לתצלומים מכתב הסבר, ובו כתב כי הם צולמו בידי "ערבי מנהל הסניף של חברת ספינני'ס [Spinney's Ltd.] בע"מ בשכם".
